An election was held in Hempstead and Wigmore ward on 4 May 1995 to elect one councillor.

Prior to the election, the seat was held by the Conservatives. Following the election, the Liberal Democrats gained the seat from the Conservatives.

David Girling was elected as councillor for the ward.
