An election was held in Holcombe ward on 2 May 1991 to elect three councillors.
Prior to the election, Labour held two of the seats and the Liberal Democrats held the other seat. Following the election, Labour held two of the seats and gained the reamining seat from the Liberal Democrats.
Ms. M. Christopher, John Shaw and James Wyper were elected as councillors for the ward.
