An election was held in St Margaret's and Borstal ward on 2 May 1991 to elect three councillors.
Prior to the election, the Conservatives held two of the seats and an independent councillor held the other seat. Following the election, the Conservatives held two of the seats and gained the reamining seat from an independent councillor.
Peggy Saxby, M. Bailey and Ms. J. Chamberlain were elected as councillors for the ward.
