An election was held in All Saints ward on 4 May 1995 to elect two councillors.
Prior to the election, the Conservatives held one of the seats and Labour held the other seat. Following the election, Labour gained one of the seats from the Conservatives and held the other seat.
Rodney Morrad and Peter Tungate were elected as councillors for the ward.
