An election was held in Town ward on 5 May 1983 to elect three councillors.
Prior to the election, the Conservatives held two of the seats and Labour held the other seat. Following the election, Labour gained two of the seats from the Conservatives and held the reamining seat.
Joyce Esterson, Vernon Hull and Stuart Smith were elected as councillors for the ward.
