An election was held in Troy Town ward on 2 May 1991 to elect two councillors.
Prior to the election, the Conservatives held one of the seats and Labour held the other seat. Following the election, Labour gained one of the seats from the Conservatives and held the other seat.
Leslie Earle and K. Horton were elected as councillors for the ward.
