An election was held in All Saints ward on 2 May 1991 to elect two councillors.
Prior to the election, both of the seats were held by Labour. Following the election, the Conservatives gained one of the seats from Labour and Labour held the other seat.
Rodney Morrad and Phil Filmer were elected as councillors for the ward.
