Arthur Otway
3rd Baronet of Brighthelmstone
Sir Arthur Otway PC is a former Liberal member of parliament for Rochester. He represented the constituency between June 1878 and December 1885.
During his time in parliament, Sir Arthur served as under-secretary of state for foreign affairs.
